Do the Virginia ABC laws discriminate against black-owned businesses?

There is a sigma that these places will attract violence, even gang hangouts. It is discriminatory that one race attracts violence, and there are many white-owned restaurants that have had a series of violent incidents. Many city police departments try to deter black-owned businesses from getting ABC licenses. If you look closely at the rejection rate of ABC licenses to black-owned businesses, you won’t be surprised. The sale of alcohol at any restaurant generates revenue alongside food.
